The Project

S2N provided preconstruction, design, and implementation services for a variety of technology systems at the Howard County Circuit Courthouse under a public-private partnership agreement. S2N is now providing continued operations and maintenance support for the audio-visual systems. S2N’s scope of work included the design and implementation of the structured cabling to support the courthouse voice, data, and wireless requirements for multiple independent networks as well as the distributed antenna systems, extensive audiovisual systems for the hearing rooms and courtrooms and a five-level electronic security system for detention control, access control, closed- circuit television, and intrusion detection.

The S2N team worked closely throughout design and construction with numerous stakeholders, including Howard County, court administration, county/state IT, sheriff’s office, judges, clerks, and the local 911 command center, to ensure that the final product would best meet operations needs at the courthouse.

S2N also coordinated with subcontractors whose scope interfaced with the audio-visual and security systems, including elevators, active vehicle barriers, fire alarms, doors, detention systems, parking control systems, millwork, and lighting controls. This thorough planning resulted in seamless integration with other systems. Throughout construction, S2N implemented a thorough quality control review of work in place, as well as a detailed internal pre-testing and commissioning process prior to formal commissioning with Howard County’s security and AV third party commissioning agents. After final completion and owner sign off of all systems commissioning, S2N also provided multiple end user training sessions for all Security and AV systems including full operations manuals and training videos. This enabled a smooth turnover of the building, and prepared end users to manage the facility confidently and effectively upon substantial completion.
